About the JREC/RCID-PDD

In June 1998, the Quebec Ministry of Health and Social Services (MHSS) published its Ministerial Action Plan on Research Ethics and Scientific Integrity (MAP) which laid down the measures to be implemented to ensure integrity and ethics in research. In consequence, rehabilitation centres for intellectual disability (RCID), like all other institutions within the health and social services network, are required to ensure that a Research Ethics Committee (REC) evaluates and monitors all research projects involving the institutions. Furthermore, in accordance with Section 21 of the Quebec Civil Code, RECs cannot evaluate research projects involving minors or incompetent adults unless they obtain Ministerial designation.

In order to meet this requirement, in 2004 and 2005, the three institutions to which the JREC/RCID-PDD reports (the Lisette-Dupras RC, Pavillon du Parc, and the CSDI de la Mauricie et du Centre-du-Québec) initiated the process for setting up a Research Ethics Committee. On 1 September 2006, the JREC/RCID-PDD obtained Ministerial designation, and this will remain in effect until 28 February 2008. Since October 2006, various research projects have been evaluated by the Committee.
